The European Commission has launched consultations on the so-called 28th regime – a single set of rules for companies, in particular innovative companies, operating in the EU market.
The new initiative is a response to calls from the business community to make it easier to invest and do business across the European Union.
The “28th legal system” is intended to create a modern, digital legal framework for companies, including:
- simplified online procedures,
- uniform digital tools in company law,
- consistent regulations applicable regardless of the country of operation.
This will make it easier for companies—including SMEs and start-ups—to grow within the single market without additional administrative barriers.

The opinions of companies, especially small and medium-sized ones, will help the Commission prepare legislation that will truly facilitate doing business across the EU.
